Just as if you ordered a Segway unicycle but one was delivered without the automated balancing, it would be unlikely to be fit for purpose, so it's likely that no requirements whatsoever would have been met.
The built-in tests and Bayesian diagnostics and other goodies might have been necessary, in order to have a maintainable system. If the system delivered is not maintainable, it mightn't prove possible to properly set it to work. That being so, no requirements whatsoever would be met.
