They do have the ability to do this, however some packages get through. If you receive a suspicious package, (something leaking, ticking, wires hanging out, something sent from that person that you don't trust, or something that doesn't have a return address) you should leave the package alone (do not handle it) and call the non-emergency police.

Edit:
I also agree with mark paul, he should be reported to the police. Death threats ARE illegal.
